McCollum was born July 12, 1954, in Minneapolis, Minnesota. She graduated from the College of St. Catherine and taught high school social science. Prior to entering Congress, McCollum served on the North St. Paul City Council from 1986 to 1993 and in the Minnesota House of Representatives from 1993 to 2001.
