Elaine Scruggs served as mayor of Glendale, Arizona, from 1993 to 2013. Prior to her service as mayor, she served on the Glendale City Council from 1991 to 1993 and was a member and past chair of the Valley Metro Regional Public Transportation Authority Board of Directors, the Maricopa Association of Governments Regional Council, and MAG Transportation Policy Committee. She has also served as president of the League of Arizona Cities and Towns and a past chair and former member of Arizona Municipal Water Users Association.
