Kathy Dahlkemper represented Pennsylvania's 3rd Congressional District in the United States House of Representatives from 2009 to 2011. While serving in the House of Representatives, Dahlkemper prioritized the growth of local small businesses to create better economic conditions.

Born December 9, 1957, in Erie, Pennsylvania, Dahlkemper graduated from Edinboro State College (now Edinboro University of Pennsylvania) in 1982 with a degree in dietetics. She worked for twenty years as a clinical dietician in the Erie area, but in 1997, she and her husband opened Dahlkemper Landscape Architects and Contractors. Dahlkemper also served as the director of the Lake Erie Arboretum at Frontier Park in Pennsylvania for ten years.
