Donna Lynne served as lieutenant governor and chief operating officer of Colorado from 2016 to 2019. She was appointed by Governor John Hickenlooper to replace outgoing Lt. Governor Joseph A. Garcia.

Lynne was born in Jacksonville, Florida, on October 27, 1953. She received a Bachelor of Arts in economics and political science from the University of New Hampshire, a master's of public administration from George Washington University and a doctor of public health degree from Columbia University.

Lynne worked in New York City government for 20 years, including serving as first deputy commissioner for the office of labor relations, director for the mayor’s office of operations, and senior vice president for the New York City health and hospital corps. After leaving employment with the city, Lynne worked as an executive for several health care organizations. She has participated in numerous boards and commissions, including the Denver Museum of Nature and Science, Denver Public Schools Foundation Board, Colorado Education Initiative, Colorado Regional Health Information Organization and Teach for America-Colorado.
