HEITKAMP: How do you tell a mother that the government wouldn’t protect her daughter? A serial rapist told prison authorities that when got out, he would rape a child. But the legislature rejected my law that would have kept him in a mental hospital. When he was released, he raped a young girl. That’s when they finally passed my law— one of the toughest in the country-- keeping prisoners after their prison time. I’m Heidi Heitkamp, and I approve this message because government should never wait to do what’s right.
