MIKULSKI: In Washington, they give tax breaks to send jobs oversees. I think we need tax breaks to send kids to college. So I worked for a $2,500 tax credit to help pay for college, fought to get Pell grants expanded, and insisted that college loans go directly to kids instead of through banks. I'm Barbara Mikulski.
