Xochitl Torres Small served as the U.S. representative for the 2nd Congressional District of New Mexico from 2019-2021. She was confirmed by the U.S. Senate to serve as deputy secretary of agriculture on July 11, 2023, the first Latina to hold that position.

Torres Small grew up in Las Cruces, New Mexico. She graduated from Georgetown University, then returned to Las Cruces and served as field representative for Senator Tom Udall. She went on to earn her law degree from the University of New Mexico and practiced natural resource and water law.
